Retaining Wall Replacement and Carpark Resurfacing

The Challenge

The Correctional Centre, managed by DCJ, faced critical infrastructure issues with aging timber retaining walls and deteriorating carpark surfaces. These retaining walls were no longer compliant with current Australian standards, posing safety risks and potential drainage problems. The surrounding carparks required resurfacing to improve safety, durability, and accessibility for vehicles.

In addition to structural challenges, the project required strict compliance with correctional facility security protocols, WHS (Work Health & Safety) standards, and environmental protection measures. The works had to be completed with minimal disruption to the facility’s daily operations, requiring precise project management, coordination with multiple subcontractors, and the use of sustainable construction practices.

Key challenges included:

  • Replacement of multiple timber retaining walls with compliant reinforced blockwork retaining walls.

  • Carpark resurfacing using both asphalt sealing and 2-coat sealing methods.

  • Installation of stormwater management systems and handrails.

  • Adhering to correctional facility security protocols and access controls.

  • Minimising environmental impact and ensuring sustainable material use.

Our Solution

Solve Civil developed and delivered a comprehensive civil construction plan that addressed all safety, compliance, and operational challenges. Our methodology included:

  1. Project Management & Compliance – Detailed project management plan, full WHS&E compliance, ground scanning for underground services, and secure site fencing with controlled access points.

  2. Retaining Wall Construction – Removal and recycling of existing timber retaining walls, excavation to Australian standards, installation of reinforced concrete footings, blockwork construction with internal reinforcement, core filling, and integration of Atlantis wall panels for stability and drainage.

  3. Drainage & Stormwater Systems – Installation of ag lines connected to the existing stormwater system to improve site drainage and prevent erosion.

  4. Carpark Resurfacing

    • 2-Coat Seal Method: Mechanical sweeping, surface preparation, and application of a two-layer seal for long-lasting performance.

    • Asphalt Seal Method: Milling to 50mm depth, applying a primer seal, and laying new AC14 asphalt for heavy-duty vehicle traffic.

  5. Safety Upgrades – Installation of high-visibility powder-coated Webforge handrails, concrete wheel stops, and compliant line marking to Australian standards.

  6. Sustainability Initiatives – Recycling of timber and concrete materials, minimising landfill waste, sourcing local suppliers and subcontractors, and using late-model low-emission equipment.

Our in-house team worked closely with all stakeholders holders and our engineering teams to ensure all retaining walls and carpark works met Australian Standards while keeping the project on time and within budget.

The completed works the Correctional Centre delivered a safe, durable, and fully compliant retaining wall and carpark system designed to last decades.
